On July 8, 2021, the Union of American Physicians and Dentists (UAPD) met with the California Department of Human Resources (CalHR) regarding the notification of staffing reductions due to the Deuel Vocational Institution (DVI) closure.
The UAPD received a list of five (5) dentists and fourteen (14) Physician & Surgeons that have been placed on the State Restrictions of Appointment (SROA)/Surplus status effective June 3, 2021.
Based on the number of allocated positions at California Health Care Facility (CHCF), we expect there may be layoffs for both dentists and physicians. The final bumping/placement awards will be finalized by the end of August 2021. At that time, the UAPD will meet again to try and mitigate the impact to Bargaining Unit 16 employees.
At DVI, the Department expects to have all inmate patients transferred out by the end of July 2021. This means that employees who were awarded a Voluntary Transfer Placement (VTP) or are going through the SROA process, will be released to go to their new institutions or will be “loaned” to another facility through the end of September.
The UAPD has proposed that if an employee is placed or “loaned” to an institution that has a pay differential for Physician & Surgeons, the employees shall receive the pay differential immediately. They should not have to wait until the end of September 2021 when their positions are officially transferred. The State is reviewing this proposal.
